Kosova’s Pioneering Program for Perpetrators of Gender-Based Violence

On this day in 2023, in the global campaign “16 Days of Activism Against Gender-Based Violence,” the Prime Minister of the Republic of Kosova, Albin Kurti, and the Minister of Justice, Albulena Haxhiu, took a significant step by launching the first National Program for the Treatment of Perpetrators of Violence Against Women. Rooted in a commitment to addressing the consequences of violence and preventing its recurrence, the program signals a comprehensive approach that recognizes the importance of rehabilitation while not diminishing the significance of penalties for perpetrators. Prime Minister Kurti emphasized that beyond psychosocial rehabilitation, the ultimate goal is to create a safe environment for survivors, offering the necessary support and security to move forward. This initiative reflects a strong conviction that every girl and woman has the right to live free from violence.

In the contemporary context, this program represents a paradigm shift in institutional engagement with gender-based violence in Kosova. The institutional commitment is evident in the definition of violence against women as a criminal act in the Penal Code, the establishment of a legal framework for supplementary penalties for those found guilty of family violence and sexual abuse, and the prioritization of investigations and trials for these cases. Additionally, there is increased funding for shelter services, a focus on social and family service reform, and free legal aid for victims of family and gender-based violence, irrespective of socio-economic status. As the government implements measures like compensation for crime victims and employment opportunities for survivors, Kosova emerges as a frontrunner in the fight against gender-based violence, exemplifying a holistic and progressive approach towards creating a safer society for all.
