On this day 2015, Kosova signed the Stablization and Association Agreement (SAA) with the European Union. This was the first contractual relationship established between Kosova and the EU. The Vice President Federica Mogherini, stated:
“This agreement opens a new phase in the EU-Kosovo relationship and represents an important contribution to peace, stability, and prosperity in Kosovo and the region at large. I am looking forward to its implementation.”
Kosova met key international obligations by establishing the Specialist Chambers to address human organ trafficking allegations and progressed in normalizing relations with Serbia. However, Assembly disruptions impact governance. Institutional functionality remains a concern; reforms in public administration and the judiciary lack accountability. Efforts to combat corruption and organized crime are ongoing, while economic growth stagnates due to political uncertainty and structural weaknesses. Adherence to European standards is evolving but requires improvement, notably in public procurement and fiscal control. Kosova’s engagement in regional cooperation persists, with continued commitment to EU-facilitated dialogue with Serbia essential for progress.
With the SAA in place, Kosova has opened doors to enhanced cooperation, economic growth, and comprehensive reforms that align with European standards. It signifies a pledge to uphold democratic principles, advance the rule of law, and promote fundamental rights—the key pillars upon which the European Union stands.
Politically and socially, the SAA has solidified Kosova’s commitment to European values, serving as a catalyst for profound institutional and societal changes. It has catalyzed comprehensive reforms in governance, the rule of law, and human rights, elevating Kosova’s standards to be in harmony with EU norms. The agreement signifies a dedication to inclusivity, gender equality, and social cohesion, nurturing a more transparent, democratic, and rights-oriented society.
